      B. Herbert Wiggins, 82, of 2040 Schaeffer Road, Sebastopol, Calif., formerly of Letort Road, Millersville, died March 28 at home after a lengthy illness.
      He was the husband of Mildred J. Sangrey Wiggins. They observed their 57th anniversary on Nov. 24.
      The couple cared for 365 foster children. They were honored for their service by the Venture Club of Lancaster in 1970 and by the Lancaster County commissioners in 1979. Wiggins considered it "missionary work."
      Born in Manor Township, he was a son of the late Benjamin M. and Agnes C. Ament Wiggins.
      He raised livestock, vegetables and tobacco for more than 50 years on the Millersville farm where he was born. He was also a retired school bus driver for Penn Manor School District.
      He was a member of the Lancaster County Soil Conservation District and the Susquehanna Organized Snowmobilers.
      Surviving besides his wife are two sons, Kenneth H. of Lancaster and Donald R. of Lewes, Del.; a daughter, Dawn C. of Sebastopol; two foster daughters, Vickie Mock of Bedford and Sheila Montgomery of Willow Street; 11 grandchildren; and two great-grandchildren.--
